Any rule or portion of a rule, as that term is defined in section 536.010, that is created under the authority delegated in this section shall become effective only if it complies with and is subject to all of the provisions of chapter 536 and, if applicable, section 536.028. The department of revenue may promulgate rules necessary to implement the provisions of this section. Missouri residents on active duty in the Armed Forces of the United States or any dependent thereof age twenty-one or older residing outside the state of Missouri or the United States may renew their driver’s license by mail.Ģ. Notwithstanding any other law, if the driver’s license of any person expires while such person is on active duty in the Armed Forces of the United States, the license of such person shall be renewable, without examination, at any time prior to the end of the sixth month following the discharge of such person from the Armed Forces, or within ninety days after reestablished residence within the state, whichever time is sooner.
